1. Policy Statement

 

Creative Media Skills Institute (CMSI) is committed to safeguarding and promoting the welfare of all students, staff, tutors, and visitors.

CMSI recognises its responsibility under the Prevent Duty (Counter-Terrorism and Security Act 2015) to have due regard to the need to prevent individuals from being drawn into terrorism.

 

This policy outlines CMSI’s approach to identifying, assessing, and responding to risks related to radicalisation and extremism.

2. Purpose of the Policy

 

The purpose of this policy is to:

 

  • Safeguard individuals from radicalisation and extremist influences

  • Provide a clear framework for identifying and responding to concerns

  • Ensure staff understand their responsibilities under the Prevent Duty

  • Promote a safe, inclusive, and supportive learning environment

  • Support wider safeguarding and welfare obligations

3. Scope

 

This policy applies to:

 

  • Students

  • Staff

  • Freelance tutors and visiting lecturers

  • Contractors

  • Visitors and guests

 

It applies to all CMSI-controlled activities and premises.

4. Definition of Key Terms

 

  • Radicalisation: The process by which an individual comes to support terrorism or extremist ideologies.

  • Extremism: Vocal or active opposition to fundamental British values, including democracy, rule of law, individual liberty, and mutual respect and tolerance.

  • Terrorism: As defined in the Terrorism Act 2000.

5. CMSI Responsibilities

 

CMSI will:

  • Assess the risk of individuals being drawn into terrorism

  • Ensure staff receive appropriate Prevent awareness training

  • Provide clear safeguarding reporting procedures

  • Promote British values through teaching and institutional culture

  • Work in partnership with safeguarding agencies where necessary

  • Maintain a safe environment where concerns can be raised

6. Risk Assessment

 

CMSI acknowledges the following potential risks:

 

  • Exposure to extremist content online

  • External speakers promoting harmful ideologies

  • Vulnerable individuals being targeted for radicalisation

  • Lack of awareness among staff or students

 

Risk levels are considered low, but ongoing monitoring is required.

7. Indicators of Concern

 

Staff should be aware of potential signs of radicalisation, including:

 

  • Sudden changes in behaviour or beliefs

  • Use of extremist language or narratives

  • Isolation from peers

  • Accessing or sharing extremist content

  • Justifying violence for ideological causes

 

These indicators do not confirm radicalisation but may require further assessment.

8. Procedures for Raising Concerns

 

If a concern is identified:

  1. Report immediately to the Designated Safeguarding Lead (DSL)

  2. Record factual information (no assumptions)

  3. Maintain confidentiality

  4. Do not attempt to investigate independently

 

The DSL will:

  • Assess the concern

  • Determine appropriate action

  • Refer to external agencies (e.g. Channel Panel) if required

9. External Speakers and Events

 

CMSI will ensure:

 

  • All external speakers are risk assessed in advance

  • Content aligns with CMSI values and legal obligations

  • Any concerns are escalated prior to approval

 

Events will be monitored where appropriate.

10. Training and Awareness

 

CMSI will provide:

 

  • Prevent Duty training for all staff

  • Safeguarding and awareness updates

  • Guidance on recognising and reporting concerns

 

Training will be refreshed regularly.

11. Partnership Working

 

CMSI may work with:

 

  • Local authorities

  • Police and Prevent teams

  • Channel programme (where appropriate)

  • Safeguarding partners

 

Information will be shared in line with data protection requirements.

12. Data Protection and Confidentiality

 

All information relating to Prevent concerns will be:

 

  • Handled in accordance with UK GDPR

  • Shared only on a need-to-know basis

  • Stored securely

13. Monitoring and Review

 

This policy will be:

 

  • Reviewed annually

  • Updated following legislative or operational changes

  • Monitored for effectiveness

14. Implementation Decision

 

CMSI confirms that:

 

  • Prevent Duty requirements are understood and implemented

  • Safeguarding procedures are in place to manage risk

  • Staff are supported through training and guidance
